I tread lightly as a general principal when discussing these things least I be a Monday morning quarterback.

That being said, why, outside of the security cordon, did no one step in. Same question as 9/11. Why did it have to go so far for anyone to step up? Not saying I know I would have done different but shouldn’t someone on scene have been willing to take the consequences and preempt the shot?

I guess I ask this to force myself to think through and not default to wait for the professionals when it’s clear they won’t.
